When you would use the NVM

A vehicle model is not on the NaTIS model list
An imported or built-up vehicle must have its model recorded
A description change requires the correct model reference

What the NVM asks for

Vehicle identification (licence number, VIN/chassis, engine number, make and model)
Model, derivative and description detail
Supporting manufacturer or import documentation
Signature of the applicant or an authorised proxy or representative
